The Ethics and Professional Conduct Committee (CED), one of the four governing bodies of Santé publique France, is beginning a new four-year term. It supports the agency in incorporating applicable ethical and professional conduct principles into its scientific work, in order to ensure its independence. It issues opinions on the agency’s programs and activities to foster a shared culture of ethics in public health.
The Ethics and Professional Conduct Committee: A Key Body for Placing Ethical and Professional Values at the Heart of Public Health Initiatives
Following a call for applications launched in September 2024, the Agency’s Board of Directors appointed the seven members of the CED in December for the 2025–2028 term: Anne Doussin, André Lacroix, Pierre Lombrail, Jean-Christophe Mino, Sophie Monnier, Louis-Rachid Salmi, and Catherine Sauvaget.
On May 12, 2025, the members of the CED elected Professor Louis-Rachid Salmi as Chair.
A strategic role in support of the agency’s missions
Through its opinions, recommendations, and work, the CED helps ensure compliance with ethical standards and integrates ethics into all of Santé publique France’s missions: prevention and health promotion, health surveillance, and the operational response to threats. It helps ensure the independence of the agency’s work and compliance with ethical principles by preventing conflicts of interest, and issues ethical opinions on the agency’s scientific programs and activities.
Since 2022, the committee has contributed to several key initiatives: internal workshops, a national seminar, and the development of a tool titled “Guidelines for Ethical Analysis at Santé publique France,” designed to facilitate the identification and analysis of ethical dilemmas encountered in public health projects.
The CED has also been involved in addressing specific ethical issues raised in the context of:
The establishment of an emergency biomonitoring system in the event of a technological accident,
the national investigation protocol on long COVID,
ethical issues related to the water crisis in Mayotte,
the development of community-based surveillance.
Expert profiles dedicated to public health ethics
The members of the CED were selected for their expertise in ethics, law, public health deontology, philosophy, humanities and social sciences, prevention, and health promotion. Their experience in bodies such as the CCNE, the CPPs, or the ERERs, as well as their publications and work on these topics, attest to their commitment to public health ethics, deontology, and scientific integrity.
