2024–2028 Objectives and Performance Agreement
Santé publique France aims to improve the health of all populations. Since its creation in 2016, Santé publique France has sought to be a leading agency that carries out all the essential public health functions established by the World Health Organization (WHO), capable of anticipating, monitoring, and responding effectively to major health threats.
To achieve this, it develops strategies and work programs aimed at anticipating major health threats, monitoring the health of the population, and defining effective strategies for prevention and health promotion.
As a scientific expertise agency, its work is grounded in robust, multidisciplinary expertise that is open to society; it enables the setting of priorities for public action by assessing threats, the burden of disease, and the effectiveness of interventions.
The agency’s first Objectives and Performance Contract (COP) was part of the implementation of the National Health Strategy (SNS) for the 2017–2022 period, which was particularly marked by the COVID-19 pandemic. This outbreak and its consequences have permanently weakened the health system at all levels.
Furthermore, due to its syndemic nature, this pandemic has underscored the importance of the interactions between living environments, lifestyle habits, the emergence of infectious diseases, and chronic conditions.
