European Regulation (EU) No. 1169/2011, known as the INCO Regulation, establishes rules regarding consumer information, thereby enabling consumers to access basic information such as the nutrition facts panel and the list of ingredients. To make this information easier to understand, other forms of expression, presentation, or voluntary information may be provided in addition to the mandatory nutrition declaration, in accordance with Articles 35 to 37 of the INCO Regulation.
Following a request from the Ministry of Solidarity and Health, Santé publique France created a front-of-package nutrition labeling system: the Nutri-Score, which manufacturers may voluntarily display on their products. The Nutri-Score was developed to help consumers understand nutritional information and thus make informed choices.
Nutri-Score was first introduced in France in 2017, based on the work of Prof. Serge Hercberg’s team* as well as the expertise of the French Agency for Food, Environmental and Occupational Health & Safety (ANSES) and the High Council for Public Health (HCSP). Since its launch in France, several countries have decided to recommend its use: Belgium, Switzerland, Germany, Spain, the Netherlands, and Luxembourg.
In 2023, the European Scientific Committee for Nutri-Score proposed updating the algorithm so that the logo would be more closely aligned with the dietary recommendations of the various countries involved, better reflect scientific knowledge, and adapt to changes in the food supply. The new algorithm has been gradually implemented in France since March 2025, following the publication of the decree establishing the new calculation methods.

What is Nutri-Score?
A logo displayed on the front of packaging that provides information on the nutritional quality of products in a simplified format, supplementing the mandatory nutrition facts label (as required by European regulations)
Based on a 5-color scale: from dark green to dark orange
Combined with letters ranging from A to E to make it easier for consumers to understand

The logo is awarded based on a score that takes into account, per 100 g or 100 mL of product, the content of:
of recommended nutrients and foods (fiber, protein, fruits, vegetables, legumes);
and the content of nutrients to limit (calories, saturated fats, sugars, salt, and sweeteners in beverages).
After calculation, the score obtained by a product is used to assign it a letter and a color.
Licensing
The right to use Nutri-Score is granted free of charge. Companies wishing to use Nutri-Score must register on one of the following platforms:
For brands marketed exclusively in France: any eligible person wishing to use the Nutri-Score must notify Santé publique France of their intention by registering on the website: https://www.demarches-simplifiees.fr/commencer/nutri-score_enregistrement_france.
For brands distributed in multiple countries (including France, if applicable) or in a country where the regulator has not established its own registration procedure (Germany, Belgium, and Luxembourg), operators must register on the website: https://www.demarches-simplifiees.fr/commencer/ns_international_registration_procedure.
This registration includes:
identification of the applicant and their business
details, by brand, of the product segment covered by the brand’s use
a commitment to use the logo for all Products they place on the market under the brand(s) they register
the applicant’s commitment to comply with the terms of use
The files enabling use of the trademark will be sent electronically to the Operator by Santé publique France in the registration acknowledgment. The logo may be used upon receipt of the files, without waiting for validation from Santé publique France.

Transnational Governance of Nutri-Score
The competent authorities in Belgium, France, Germany, Luxembourg, the Netherlands, Spain, and Switzerland have established a transnational coordination mechanism to facilitate the use of Nutri-Score nutritional labeling on the front of food packaging. This cooperation takes place within a steering committee and a scientific committee.
The steering committee held its first meeting on January 25, 2021. It coordinates the implementation and rollout of Nutri-Score. The committee brings together representatives from the national authorities responsible for implementing Nutri-Score in each country. Its goal is to facilitate the use of Nutri-Score by food industry manufacturers, support small businesses, and engage with consumers by implementing common and effective procedures.

General Agreement among Countries Participating in the Nutri-Score System (PDF 533 KB, in English)
The Scientific Committee held its first meeting on February 12, 2021. Its task is to evaluate potential changes to Nutri-Score to improve its effectiveness in promoting consumer health, in alignment with dietary recommendations.
To do so, it draws on an analysis of the scientific literature and requests from Nutri-Score stakeholders. A first call for contributions was published in 2021.
The steering committee established a user forum, which met for the first time in October 2024.
The forum brings together representatives from consumer associations and economic operators. It aims to discuss operational issues related to the implementation of Nutri-Score and to incorporate the practical expertise of these stakeholders.
Focus on the work to revise the Nutri-Score algorithm
Calls for input to improve the Nutri-Score algorithm
An initial call for contributions was launched in the summer of 2021. This allowed operators and consumer associations to submit proposals for potential changes to the Nutri-Score algorithm.
Requests approved by a two-thirds majority of the steering committee members from the seven countries involved in the transnational governance of Nutri-Score were forwarded to the experts on the scientific committee for review.
To ensure transparency in the work carried out, it was agreed that the requests from French operators submitted to the scientific committee would be published on the websites of Santé publique France and the Ministry of Solidarity and Health with their consent.

Scientific Committee Reports
The Nutri-Score Scientific Committee comprises independent experts selected from the fields of nutrition and public health in participating countries, free from conflicts of interest with the industry, with the aim of improving the algorithm underlying Nutri-Score.
During 2021, the committee identified and prioritized areas for algorithm development, on a consensus basis, to ensure changes are grounded in robust scientific evidence.
Algorithm Updates for Solid Foods and Beverages
In a report submitted to the steering committee in June 2022 for foods and in February 2023 for beverages, the Scientific Committee proposed a combination of modifications to the Nutri-Score calculation algorithm. The proposed changes will enhance the effectiveness of Nutri-Score in classifying foods in line with the dietary recommendations of different countries, thereby guiding consumers toward healthier food choices. Furthermore, these changes address several concerns raised by stakeholders.
In accordance with the steering committee’s mandate, the seven countries involved in the governance of Nutri-Score met on July 26, 2022, and March 30, 2023, to issue an opinion on the Scientific Committee’s proposals for changes to the Nutri-Score algorithm.
Given the positive impact of these changes on the classification of foods and beverages by Nutri-Score, in line with dietary recommendations, the steering committee voted in favor of adopting the algorithm updates proposed by the scientific committee. In Germany, Belgium, Switzerland, and the Netherlands, the new algorithm took effect on January 1, 2024. In Luxembourg, the new algorithm took effect on March 5, 2024, and in France, on March 16, 2025.
