Santé publique France is France’s national public health agency. A public institution under the authority of the Minister of Health, established by Order No. 2016-246 of April 15, 2016, it works to promote public health. As a scientific and expert agency in the health sector, its missions include:

1. Epidemiological observation and monitoring of the health status of the population;
2. Monitoring health risks threatening the population;
3. Promoting health and reducing health risks;
4. Developing prevention and health education;
5. Preparation for and response to health threats, alerts, and crises;
6. Issuing health alerts.

The agency is organized around scientific and cross-functional departments, as well as departments providing operational support.
Its work program, approved by its Board of Directors, is structured around five priority areas: health determinants, populations, diseases, interventions and regions, and infrastructure.

Office of Prevention and Health Promotion

Responsibilities

Under the authority of the General Management, the director contributes to defining and ensures the
implementation and oversight of:

• the policy on prevention, education, and health promotion within the framework
  of the agency’s programming and the objectives set in connection with public health programs
  ;
• methods, strategies, and initiatives for health promotion, prevention, and
  health education.

He ensures a framework that fosters the development of pilot projects for new
prevention measures, the evaluation of the effectiveness of prevention
programs and actions, and their impact on health, taking into account social and regional health
inequalities. It must strive to strengthen scientific work aimed at grounding
public health interventions in evidence, by developing an approach based
on expertise and openness to stakeholders.

It develops and consolidates Santé publique France’s position as a national and international agency
of expertise and reference in the field of
prevention and health promotion.

Activities

Contribution to the development and implementation of strategic guidelines

• Defining and prioritizing the Directorate’s strategic directions and objectives in consultation with the
  General Directorate
• Developing and adapting organizational plans to implement strategic directions
  
• Management of activities and the organization

Managing resources

• Anticipating the Department’s skill needs
• Plan budgetary needs, prepare budget allocations and management discussions
  , and allocate resources
• Prepare an annual review of the department’s work

Team management

• Engage teams in support of the department’s initiatives
• Promote teamwork within the Department
• Ensure the implementation of principles and rules regarding quality of life at work (foster
  a climate of trust, prevent psychosocial risks, etc.)
• Define individual objectives for the line management and contribute to defining
  individual objectives for Department staff members and the associated resources
  (training)
• Manage individual and collective performance, particularly through performance review cycles
  

Representation

• Represent the Management and the Agency to external stakeholders (regulatory authorities,
  civil society, media)
• Represent the Management within the Agency and collaborate with other departments
  
• Contribute to efforts to promote the agency’s work to target audiences
  (decision-makers, healthcare professionals, the general public, civil society, media, etc.)
• Define and organize a partnership strategy
• Coordinate the activities of Santé publique France’s partner network (Regional Health Agencies,
  learned and professional societies, inter-ministerial bodies, etc.)
