Reform of healthcare for inmates.
The author, a member of the Ministry of Social Affairs’ task force on healthcare in prisons, outlines the main provisions of Law 94-43, which establishes the framework for a new healthcare system for inmates: material resources, the transfer of responsibility to public hospitals through the pairing of each prison facility with a public healthcare facility, and the missions (healthcare, treatment, prevention and health education initiatives, health monitoring, and assistance with reintegration upon release from prison). The report then outlines the operational procedures of the outpatient consultation and care unit (U.C.S.A.), which will be responsible for carrying out these tasks while functioning as an integral part of the hospital. The S.M.P.R. department will be responsible for psychiatric care. The timeline for the pilot phase and the rollout of the system across regions completes the report.
