The author traces the activities of the World Health Organization since its creation in 1946 within their international historical and political context, including the definition of health, the guiding principles of which were clarified during regular conferences through declarations (Alma-Ata, "Health for All by the Year 2000"); The Ottawa Charter, adopted at the 1986 conference, clearly established the place and role of health promotion in the public health policies of member countries.
