Santé publique France is France’s national public health agency. A public institution under the authority of the Minister of Health, formed through the merger of several public institutions and established by Ordinance 2016-246 of April 15, 2016, the agency works to promote public health. As a scientific, expert, and public health safety agency, its missions include:

1. Epidemiological observation and surveillance of the health status of the population;
2. Monitoring health risks threatening the population;
3. Promoting health and reducing health risks;
4. Developing prevention and health education;
5. Preparation for and response to health threats, alerts, and crises;
6. Issuing public health alerts.

The agency is organized into 12 departments—some scientific, some cross-functional, and some providing operational support.

The agency’s strategic priorities and work program, established by its Board of Directors, are organized into three areas: Strengthening the capacity for anticipation and rapid response to health threats; Measuring and assessing the extent of diseases and risk factors to guide their prevention and control; Strengthening the health impact of all public policies, as well as health prevention and promotion.

The Alert and Crisis Management Directorate (DAC)

Responsibilities

The interim delegated pharmacist is responsible for:

• to assist the Delegated Pharmacist in implementing and monitoring the site’s pharmaceutical and non-pharmaceutical activities,
• to contribute to the implementation and improvement of the quality system in coordination with the quality department at headquarters (Paris),
• to ensure compliance with pharmaceutical regulations and applicable standards (BPDG, BPF, CSP) under the authority of the Delegated Pharmacist and the Responsible Pharmacist,
• to help maintain compliance and pharmaceutical
  safety in operations,
• to serve as the operational liaison in the event of the Delegated Pharmacist’s absence or unavailability, within the limits of regulatory authority.

The position’s main responsibilities are:

1. Supporting on-site activities

• Assisting the Delegated Pharmacist in organizing, supervising, and monitoring pharmaceutical and non-pharmaceutical operations on-site,
• Contribute to monitoring the storage and transport conditions of medications, health products, and medical supplies,
• Participating in the monitoring of safety and traceability systems for products in stock,
• Alerting the Delegated Pharmacist or the Responsible Pharmacist of any anomalies or suspected tampering,
• Support service providers on-site,
• Participate in the platform’s technical on-call shifts (approximately 1 week per month),
• Management (if eligible for Section B registration) / Participate in relabeling operations for secondary packaging,
• Participate in service delivery operations.

2.  Quality Assurance

• Participate in the management of the Quality documentation system,
• Contribute to the monitoring of quality indicators and the preparation of management reviews
  ,
• Support the organization and monitoring of inspections and audits,
• Collaborate in the management of batch recalls, market withdrawals, and product returns,
• Implement qualification and validation activities for facilities, equipment, and information systems,
• Process and track complaints, nonconformities, CAPA, and change control,
• Handle and track temperature deviations,
• Participate in internal audits and self-inspections,
• Contribute to the management of validations (transportation, cold chain, IT systems),
• Monitor temperature compliance and manage temperature loggers,
• Oversee preventive and corrective maintenance of facilities, equipment, and information systems,
• Participate in quality control checks on masks and draft inspection reports.

3. Training and Awareness

• Participate in staff training on GMP/GDP and internal procedures,
• Communicate regulatory requirements and support teams in their implementation.

4. Managerial and Organizational Support

• Support the Delegated Pharmacist in leading the on-site team,
• Help allocate responsibilities and prioritize tasks,
• Contribute to the onboarding and skill development of new employees,
• Serve as a functional management liaison in the Delegated Pharmacist’s absence.

The candidate will actively participate in several key projects: the transition to the new WMS
(Web Map Service), the implementation of inventory rotation, and the program to
extend expiration dates.

He or she may be required to travel to the Paris site or to subcontractors’ sites.

He will participate in the facility’s on-call duties: technical on-call duty for monitoring the platform’s refrigeration equipment / responding to issues at the platform (the candidate must be able to reach the Marolles site in less than 1 hour). 

The delegated pharmacist and the responsible
pharmacist may assign any other tasks related to the business to the candidate.
