Santé publique France is France’s national public health agency. A public institution under the authority of the Minister of Health, formed through the merger of several public institutions and established by Order 2016-246 of April 15, 2016, the agency works to promote public health. As a scientific, expert, and public health safety agency, its missions include:
- Epidemiological observation and surveillance of the population’s health status;
- Monitoring health risks threatening the population;
- Promoting health and reducing health risks;
- Developing prevention and health education;
- Preparation for and response to health threats, alerts, and crises;
- Issuing public health alerts.
The agency is organized around 12 departments—some scientific, some cross-functional, and some providing operational support.
The agency’s strategic priorities and work program, established by its Board
of Directors, are organized into three areas: Strengthening the capacity for anticipation and rapid response to address public health threats; Measuring and assessing the extent of diseases and risk factors to guide their prevention and control; Strengthening the health impact of all public policies and the prevention and promotion of health.
Human Resources Department
Responsibilities
- Reporting to the Deputy Director General, the Director of Human Resources proposes and implements the human resources policies established by senior management.
- He implements a policy of continuous development of individual and team skills that meets the agency’s needs and supports employees’ career paths. He oversees workforce management and the associated payroll and is responsible for processing the agency’s payroll. He manages the department’s operating budget.
- In support of senior management, he or she facilitates dialogue and labor relations and provides functional oversight of the duties of the prevention advisor assigned to senior management.
- Assisted by a deputy director, the Director of Human Resources oversees the department and, in this capacity, performs organizational, coordination, and management functions. In light of the agency’s upcoming changes—including the transfer of the pharmaceutical facility and the health reserve effective January 1, 2028, and the agency’s reorganization plan— the Director of Human Resources must be capable of leading the change process and supporting the agency through its transformations, as well as guiding staff members to their new assignments.
Responsibilities
Overseeing the department’s operations:
- Implementing the agency’s upcoming changes at the HR level
- Proposing human resources policies in line with the agency’s strategic direction
- Ensure seamless reporting to senior management on department-related matters
- Facilitate dialogue on human resources with the agency’s departments
- Participate in facilitating labor-management dialogue within employee representative bodies; organize working groups with labor unions; prepare for and participate in collective bargaining negotiations
- Oversee social management controls, the production of regulatory documents, monitoring tools, and dashboards
- Define the department’s program of activities and allocate resources and funding to projects
- Determine the operational objectives necessary for the department’s smooth functioning
- Oversee all department activities
- Define and monitor the Human Resources Department’s operating budget in coordination with the Procurement and Finance Department
- Identify process improvements to increase efficiency
- Drive the development and updating of procedures
- Organize and streamline the flow of information
Management:
- Lead team and project managers
- Develop project methodology within the department
- Foster collaboration to promote cross-functional cooperation within the department and with other departments in the agency
- Recruit and evaluate department staff, and support their professional development
Participation in various internal and external bodies:
- Member of the Labor-Management Committee, the specialized health, safety, and working conditions training committee, and the Joint Advisory Committee
- Member of the agency’s executive committee
- Maintain relations with the human resources departments of national health security and public health agencies
