Iodine binds to the thyroid and irradiates it if the iodine is radioactive, such as its isotope 131, which is why an acceptable dose for the thyroid has been established. Preventive intake of stable iodine is recommended in the event of expected public exposure exceeding 50 mSv (millisieverts) of iodine-131 to prevent it from binding to the thyroid by "saturating" it with stable iodine.
