The competent authorities in Belgium, France, Germany, Luxembourg, the Netherlands, Spain, and Switzerland have announced the establishment of a cross-border coordination mechanism to facilitate the use of Nutri-Score nutritional labeling on the front of food packaging. This cooperation will take place within a steering committee and a scientific committee.

The steering committee held its first meeting on January 25, 2021. It will coordinate the implementation and rollout of Nutri-Score. The committee brings together representatives from the national authorities responsible for implementing Nutri-Score in each country. Its goal is to facilitate the use of Nutri-Score by food industry manufacturers, assist small businesses, and engage with consumers by implementing common and effective procedures.

The Scientific Committee held its first meeting on February 12, 2021. Its task will be to evaluate potential changes to Nutri-Score to improve its effectiveness in promoting consumer health, in alignment with dietary recommendations.

About Nutri-Score

Nutri-Score is a color-coded nutritional labeling system displayed on the front of packaging that characterizes the nutritional value of foods and beverages. It aims to guide consumers toward healthier food choices, complementing dietary recommendations, and to encourage manufacturers to improve the nutritional quality of food products. The system has been validated by numerous scientific studies, demonstrating its effectiveness in distinguishing the nutritional value of products across several European countries. Since nutrient-specific nutritional labeling systems are generally poorly understood by consumers, it has been observed that Nutri-Score helps European consumers identify and compare the nutritional value of foods—within the same food group or between similar food groups (for example, those consumed for the same purpose or during the same eating occasion)—and encourages healthier choices.

Based on robust scientific evidence demonstrating the superior effectiveness of the Nutri-Score system compared to other systems among consumers, France developed and adopted Nutri-Score in October 2017. Subsequently, Belgium chose Nutri-Score in April 2018, Spain announced its intention to use this system in November 2018, Germany and Switzerland in September 2019, the Netherlands in November 2019, and Luxembourg in 2020. The implementation of this mechanism for transnational coordination among European countries will enable coordinated, effective, and operational management of Nutri-Score.

For France

As of July 2020, 415 food industry operators were participating in the Nutri-Score program in France, representing approximately 50% of the market share in terms of sales volume. Today, nearly 500 food industry manufacturers have committed to using the logo in France. According to a study by Santé publique France, 90% of French consumers know that Nutri-Score aims to characterize the nutritional quality of food products. Approximately 94% of French people support the measure, and a similar proportion would be in favor of making Nutri-Score mandatory.
