UFS Booster #3. Workshop Summary: Cross-referencing Data to Build a Scientific Case for a Health-Promoting Urban Planning Project

Transforming lifestyles and environments makes it possible to address environmental, health, and social challenges simultaneously. To achieve this, creative and experimental approaches are needed in both urban and rural settings. As part of this effort, #boosters were organized by stakeholders committed to health issues and environments conducive to good health. Following the events led by Ademe and Cerema, Santé publique France organized the third edition on May 26 and 27, 2025, focusing on the use of health data. This data helps establish regional assessments, inform arguments, and convince decision-makers (elected officials, local governments, funders) to accelerate change and maximize the health-environment co-benefits of public policies. Health-Promoting Urban Planning (HPUP) aims to support land-use policies to reduce risks (pollution, noise, heat, isolation) and promote health-promoting factors (active mobility, access to healthcare, and green spaces) while reducing social and territorial inequalities. The objective of this workshop was to create a space for in-person exchange and a collaborative dynamic among stakeholders (local governments, researchers, elected officials, and associations) to strengthen ownership of compelling health outcomes and jointly build a clear scientific rationale to support health-promoting urban planning projects. It brought together some forty participants with diverse backgrounds (elected officials, urban planners, researchers, regional health agencies, regional health observatories, Cerema, Ademe, the Directorate General for Health, local governments, and Santé publique France). This document is a summary of the workshops held over these two days.
