On November 28, 2022, and again on June 7, 2023, Santé publique France issued a call for proposals to renew the five national missions for the prevention of healthcare-associated infections and antibiotic resistance (including the appropriate use of antibiotics), for a five-year period from October 1, 2023, to September 30, 2028. These missions were officially appointed on October 1, 2023.

Following the withdrawal of one of the two partners selected to implement the SPICMI mission, Santé publique France decided to issue a new call for proposals specifically for this mission. Applications must cover the period from October 1, 2024, to September 30, 2028.

Overview of the Term of Office

The SPICMI mission’s term of office will last for a period of four years. The CPias will be appointed by decision of the General Directorate of Santé publique France to carry out the SPICMI mission from October 1, 2024, to September 30, 2028.

To support Santé publique France in this oversight role, a committee for national missions on healthcare-associated infections and antibiotic resistance (CominaPIA) has been established within its General Directorate to define the missions and assist Santé publique France in selecting new appointees for 2024–2028.

Application Guidelines

The application package must comply with the general and specific terms of reference for the SPICMI mission. The package consists of two distinct parts:

  • The technical and scientific section, comprising:

    • an official letter of application (via CPias),

    • a summary presentation and a public statement of interest for each CPias manager,

    • a description of the applicant’s capabilities,

    • a description of the scientific and technical activities, including, for multiple applications,

    • a clear description of how activities are divided among the candidates,

    • a list of publications from the past 5 years,

    • a proposed five-year work plan for the duration of the term.

  • The administrative and financial section, comprising:

    • an applicant profile,

    • a financial proposal including the overall annual budget of projected expenses and revenues,

    • a financial proposal including the annual list of paid staff,

    • a letter of commitment from the candidate,

    • the approval of the proposed application by the ARS or ARSs of the regions hosting the CPias associated with the application.

The documents comprising the application file must be completed, dated, and signed by the person authorized to act on behalf of the entity (or entities) managing the candidate CPias. If the file is not signed by the institution’s legal representative, a delegation of signature must be attached to support the application.
