On November 28, 2022, Santé publique France issued a call for proposals to renew the five national missions for the prevention of healthcare-associated infections and antibiotic resistance (including the appropriate use of antibiotics) for a five-year period, from October 1, 2023, to September 30, 2028.

Following this call for proposals, no applications were selected for the national mission “Surveillance and Prevention of Infection Risks Associated with Surgical and Interventional Medical Procedures (SPICMI).” Santé publique France is therefore issuing a new call for proposals exclusively for this mission.

Application Guidelines

The application package must comply with the general and specific terms of reference for the SPICMI mission. The package consists of two distinct parts:

The technical and scientific section, including:

  • An official letter of application (via CPias), a summary presentation note, and a public statement of interest for each CPias manager,

  • A description of the applicant’s capabilities,

  • A description of scientific and technical activities, including, for multiple applicants, a clear description of how activities are divided among the applicants,

  • A list of publications from the past 5 years,

  • A proposed five-year work program for the duration of the term.

The administrative and financial section, including:

  • A candidate profile,

  • A financial proposal including the overall annual budget of projected expenditures and revenues,

  • A financial proposal including the annual list of paid staff,

  • A proposal for the costs of developing or updating necessary IT tools, along with the associated implementation schedule,

  • A letter of commitment from the applicant,

  • Approval of the proposed application by the ARS or ARSs of the regions hosting the CPias associated with the application.

The documents comprising the application file must be completed, dated, and signed by the person authorized to act on behalf of the entity (or entities) managing the candidate CPias. If the file is not signed by the legal representative of the institution, a delegation of signature must be attached to support the application.

The new term of office for the MNPIA will last for five years. The CPias and CRAtb will be appointed by decision of the General Directorate of Santé publique France to carry out these national missions from October 1, 2023, to September 30, 2028.

To support Santé publique France in this oversight role, a committee for national missions on healthcare-associated infections and antibiotic resistance (CominaPIA) has been established within its General Directorate to define the missions and assist Santé publique France in selecting the new appointees for 2023–2028.
