Response to the inquiries from the ARS Occitanie regarding the Orbiel Valley following the October 2018 floods: Memorandum on proposed management assistance

This memo presents the response to the questions posed by the Occitanie Regional Health Agency (ARS) to Santé publique France in the referral dated May 10, 2019, following the floods that occurred in the Orbiel Valley in October 2018. It follows on from previous referrals (the 1997 referral from the National Public Health Network—now Santé publique France—and the 2014 referral from the Institute for Health Surveillance—now Santé publique France). The questions raised concern in particular (i) the need to conduct epidemiological studies or update previous studies following the October 2018 floods; (ii) the need to continue considering only arsenic as a pollutant likely to impact health; and (iii) the interpretation of environmental data obtained in the flooded areas. This document provides preliminary answers and 12 recommendations to guide management measures.
