Survey and Characteristics of School-Based Social-Emotional Learning Programs

To conduct an initial descriptive assessment of the social-emotional skills development programs implemented nationwide, a survey was conducted between 2017 and 2018 by Public Health with support from the Directorate General for Health (DGS) and the Directorate General for School Education (DGESCO). Questionnaires were sent by email to policy coordinators responsible for youth, mental health, and addiction, as well as to public health directors at regional health agencies (ARS) and to technical advisors at regional education offices (doctors and nurses). Respondents were asked to list up to six programs per ARS and per regional education office (on average, three programs were listed). For each identified program, the following characteristics were to be specified: the program’s name, the name of the organization implementing the program, the targeted prevention or health promotion theme, the targeted age group or grade level, the total number and duration of sessions, their frequency, the facilitation tools used, the types of psychosocial skills addressed, and finally, the availability of evaluation data. Of the 18 ARSs contacted, 16 responded to the questionnaire, including 13 metropolitan ARSs and 3 overseas ARSs. Of the 30 regional education offices contacted, 18 responded to the questionnaire. In total, the descriptive analyses are based on a corpus of 94 programs implemented in schools. This survey provided a retrospective snapshot of the characteristics of a sample of programs implemented in schools during the 2017–2018 school year. The study has significant limitations.
