History of Social and Emotional Learning in France

Over the past 25 years, the development of psychosocial skills (PSS) in France has been a slow and arduous process. The purpose of this presentation is to review the various milestones achieved—without claiming to be exhaustive—in order to draw some lessons for the anticipated nationwide rollout. Recognition of the proper role of PSDs in health prevention and promotion has followed developments in both scientific knowledge across the broad range of disciplines involved and expertise in program implementation and intervention. Parallel observation of the gradual integration of CPS development into national recommendations for youth health education and into the practices of health and education professionals allows us to identify various obstacles and drivers. The very concept of CPS has been questioned and sometimes contested. In a field of mental health previously dominated by the psychoanalytic approach, these psycho-educational approaches were perceived by some as “too” behaviorist or ill-suited to the French context. Others saw them as models inspired by cult-like organizations, far removed from the notions of individual resources and empowerment then identified and expected in health promotion by the pioneers ready to take on the challenge of this transformation. In terms of action, empirically validated programs—most often derived from international research—have, for their part, faced difficulties in being adapted in France and then made available and integrated into the practices of professionals in the “field.” Significant institutional and professional mobilization has taken place to explore, disseminate, and formalize both scientific and experiential knowledge. Genuine collaboration among all stakeholders—who recognize each other’s areas of expertise and their interdependence—is essential to address current challenges and disseminate evidence-based interventions.
