The Role and Limitations of Communication Campaigns.
The author reviews the evolving role of communication within the French Committee for Health Education across all prevention strategies (legislative and regulatory action, public health measures, and grassroots initiatives) and what this entails for the implementation of effective mass communication campaigns. To this end, she outlines all facets of communication and all the audiences it may target, taking into account its three main functions: bringing the subject matter to the forefront, influencing perceptions and behaviors, and disseminating information—all while being clear about the limits of its reach and the difficulties of evaluating it. To illustrate this point, the 1990–1994 campaign “Let’s Help Them Find the Strength to Say No” is briefly described in terms of its approach and impact, which was measured through post-tests assessing the television spots.
