Santé publique France is France’s national public health agency. A state-run public institution under the supervision of the Minister of Health, created through the merger of several public institutions by Ordinance 2016-246 of April 15, 2016, the agency works to promote public health. As a scientific, expert, and public health safety agency, its missions are:

1. Epidemiological observation and surveillance of the population’s health status;
2. Monitoring health risks threatening the population;
3. Promoting health and reducing health risks;
4. Developing prevention and health education;
5. Preparation for and response to health threats, alerts, and crises;
6. Issuing public health alerts.

The agency is organized into 12 divisions—some scientific, some cross-functional, and some providing operational support.

The agency’s strategic priorities and work program, established by its Board of Directors, are organized into three areas: Strengthening the capacity for foresight and rapid response to address health threats; Measuring and assessing the scope of diseases and risk factors to guide their prevention and control; Strengthening the health impact of all public policies and the prevention and promotion of health.

Regional Administration - Mayotte Regional Office

Responsibilities

Reporting to the Director of the Regional Directorate, the Mayotte Regional Delegate serves as the
representative of the national public health agency in this region. 

The Regional Delegate has a comprehensive overview and a detailed understanding of regional public health issues
, as well as a solid knowledge of the ARS program as outlined
in the regional health plans, a solid understanding of national priorities, and the
ability to identify regional priorities and areas of focus from among all the
public health topics addressed by Santé publique France in order to best
tailor regional action.

The role of a regional delegate has two dimensions:

• Strong institutional delegation that underpins the agency’s regional presence in its three
  dimensions: 
  • 1. Monitoring, early warning, and surveillance of population health, 
  • 2. Prevention and health promotion; 
  • 3. Response to public health emergencies. In this capacity, the delegate oversees the development of the program of activities and its implementation within the team they lead.
• In addition to this institutional aspect, the regional delegate oversees the regional unit’s
  activities in these various areas.

Responsibilities

Oversee the activities of the regional unit and its development:

• Develop and implement the annual regional work program;
• Ensure the scientific coordination of the Regional Unit’s work based on its work program
  , in collaboration with the Regional Health Agency (ARS) and the thematic directorates;
• Serve as the liaison with the ARS for the development and implementation of the work program
  ;
• Monitor administrative, HR, financial, and regulatory matters.

Manage the team:

• Set work objectives for staff;
• Share relevant information with staff members and department
  managers;
• Resolve disputes, make decisions, and ensure they are implemented;
• Motivate the team and support employees in their day-to-day work;
• Ensure a positive work environment and high employee motivation;
• Prevent and manage difficult situations;
• Evaluate employees’ individual and collective contributions;
• Ensure the development of employees’ skills;
• Lead team meetings.

Support the DiRe management team:

• Participate in defining the regional
  strategy of the national public health agency;
• Contribute to the management of work programs;
• The regional delegate makes himself or herself available to participate in meetings at the Saint-Maurice
  site, at the initiative of the regional management and/or as part of
  collaborative efforts with other departments or between regional centers (CRs).
