The 2010 Vaccination Schedule and Recommendations, as recommended by the High Council for Public Health
The Act of August 9, 2004, on public health policy, which established the High Council for Public Health (HCSP), states that "vaccination policy is developed by the Minister of Health, who sets the conditions for immunization, issues the necessary recommendations, and publishes the vaccination schedule following the HCSP’s advice." The Technical Committee on Vaccinations (CTV), which brings together experts from various disciplines (infectious diseases, pediatrics, microbiology, immunology, epidemiology, public health, general medicine, health economics, sociology)—a standing technical committee reporting to one of the HCSP’s specialized commissions—develops a proposed vaccination schedule, which is then approved by the High Council for Public Health. The vaccination schedule, which sets out the vaccinations applicable to people residing in France based on their age, summarizes the “general” vaccination recommendations. In addition, there are “specific” vaccination recommendations tailored to special conditions (increased risks of complications, exposure, or transmission) or occupational exposures. Since 2009, these recommendations have been presented on a vaccine-by-vaccine basis. The CTV’s missions are to monitor scientific developments and trends in vaccines, to develop vaccination strategies based on epidemiological data and studies on individual and collective risk-benefit ratios, as well as on health economic analyses of proposed measures, and to propose adjustments to vaccination recommendations and requirements for updating the vaccination schedule. In addition, the experts’ recommendations take into account the general guidelines of the World Health Organization (WHO) regarding the elimination of certain diseases, particularly the goals of eliminating measles in Europe and eradicating polio worldwide.
