Santé publique France oversees the implementation of a national health monitoring, alert, and surveillance system (Article L1413-1) and provides the Ministry of Health with daily updates on all indicators used to track the COVID-19 pandemic, thanks to a large network of partners who collect and report data and ensure the robustness of the information system.

The best indicator for monitoring the epidemic risk of COVID-19 will be the positivity rate of SARS-CoV-2 RT-PCR tests nationwide, once testing guidelines are expanded and the national COVID-19 screening information system (SIDEP) becomes operational.
The OSCOUR indicator, which is used in syndromic surveillance for Phase 3, is produced at the request of the Directorate General of Health to prepare for the pre-lockdown-easing period, as it reflects the use of healthcare services for suspected COVID-19 cases and serves as an early indicator for assessing the circulation of the virus.

However, this indicator has limitations when interpreted in isolation. Regional Health Agencies (ARS) are asked to take into account locally available indicators and the regional context for interpretation. The daily risk analysis, contextualized with and by local stakeholders, is then consolidated at the national level.

Santé publique France relies on a broad network of stakeholders to conduct COVID-19 surveillance: private practitioners, SAMU Centre 15, SOS Médecins, emergency physicians, intensive care specialists, hospital and private clinical laboratories, Regional Health Agencies (ARS), as well as professional societies specializing in infectious diseases, intensive care, and emergency medicine, including SRLF, SFAR, SFMU, GFRUP, Fedoru. Institut Pasteur, CNR Virus des infections respiratoires, Hospices Civils de Lyon, Inserm, Inserm CépiDC, Sorbonne University, INSEE.
