Review of regional air quality plans. Consideration of health-related aspects. Review of studies on the impacts of urban air pollution

In 1996, the Law on Air Quality and Rational Energy Use called for the implementation of Regional Air Quality Plans (PRQA), which must, among other things, be based on an assessment of the health effects of air pollution. To this end, the InVS and Cire Ouest published a methodological guide in 1999 for assessing the health impact of urban air pollution (EIS-PA). To date, 21 PRQAs have been published and 13 EIS-PA assessments have already been completed. This document provides an overview of the drafting of these PRQAs, their health-related guidelines, and their implementation. Regional approaches to addressing the "Air and Health" issue are analyzed. Furthermore, the characteristics of the implementation of the EIS-PA studies and the expectations regarding the InVS have been identified. This report is based on an analysis of these documents and on a survey conducted in the 21 regions among the various regional stakeholders in the "Air and Health" sector. (R.A.)
