Santé publique France hosted the Interministerial Health Committee on March 26, 2018

On Monday, March 26, Santé publique France hosted the Interministerial Health Committee (CIS). At the meeting, Prime Minister Edouard Philippe and Health Minister Agnès Buzyn presented the “Priority Prevention” health plan. The central theme of this plan was prevention. The government symbolically chose Santé publique France for its launch, marking a first. A press conference held following the committee meeting provided an opportunity to present the guidelines of the PNSP—the National Public Health Plan.

The 25 Key Measures of the Prevention Policy

  • Provide vitamin B9 supplements to pregnant women and women planning to become pregnant

  • Better prevent risky consumption and better identify addictions during pregnancy

  • Create a reference website and launch a communication campaign to inform the public about the risks of everyday household chemicals

  • Establish a health pathway for children aged 0–6

  • Prevent childhood obesity through increased promotion of physical activity

  • Strengthen medical services in overseas territories by creating approximately 100 positions for "overseas" specialist assistants and by making this status more attractive

  • Schools as promoters of health

  • Prevent hearing risks among young people

  • Pilot the "Condom PASS" for those under 25

  • Strengthen interventions during consultations for young substance users

  • Systematically offer specialized support to young people admitted to the emergency room or hospitalized after an episode of heavy drinking

  • Train 80% of the population in first aid

  • Train students in mental health first aid

  • Smoking cessation treatments: transition from a flat-rate fee to standard reimbursement

  • Intensify prevention and screening efforts targeting the most at-risk populations to help eliminate the hepatitis C virus in France by 2025

  • Introduce a third organized screening program: cervical cancer screening

  • Simplify the vaccination process and commit to the widespread administration of flu vaccines by pharmacists

  • Extend the Nutri-Score to institutional and commercial food service and to non-prepackaged processed food products

  • Reduce salt consumption by 20% among the French population

  • Engage the food industry to reduce consumer exposure to endocrine disruptors

  • Engage sports federations in promoting health during sporting events

  • Better address the health needs of people with disabilities

  • Implement at least one outreach initiative for isolated or vulnerable older adults per department

  • Prevent loss of independence by taking action in everyday settings

  • Organize oral health care in nursing homes
