Call for Expressions of Interest for Stakeholder Participation in the French Hub of the PARC Partnership Project

PARC—the European Partnership for the Assessment of Risks from Chemicals—is an initiative in which the European Union, with the participation of Member States and associated countries, in collaboration with public partners (European and national risk management agencies, universities, public research organizations), is committed to jointly supporting the development and implementation of a research and innovation program related to the assessment of risks associated with chemicals.

PARC is a 7-year, €400 million public-public partnership under Horizon Europe and is 50% co-funded by the European Commission. As part of the project’s implementation, Santé publique France has been designated as the lead agency for the national hub.

This call for expressions of interest aims to identify stakeholders interested in the partnership who will be involved in this hub. It is intended for any organization, federation, association, industry representative, or public policy actor involved in chemical risk and exposure to chemical substances and wishing to participate in this collaborative project.

Submission Guidelines

The application package must include:

  • a resume: a brief description of the organization’s mission, a professional biography of all representatives who may participate in hub meetings, their professional contact information, an email address, and a cell phone number;

  • a letter of intent in which we ask you to specify in 2–3 paragraphs (350 words):

    • your expectations regarding the PARC partnership project,

    • a brief description of the resources that will be allocated to your participation in the French PARC hub,

    • your suggestions regarding the frequency of meetings involving external stakeholders and a list of activities you would like to see offered within the PARC hub,

    • your interest in participating in the working group for drafting the charter of the French PARC hub.

The application must be submitted by June 15, 2022, to the following address: PARC-HubFR@santepubliquefrance.fr

Applications will be reviewed by a joint committee comprising ANSES and Santé publique France and submitted to the Directorate General of Santé publique France for approval.

The selection of participants will be based on the information provided in the letter of intent, the alignment of areas of expertise with PARC topics related to chemical risk, and the necessary multidisciplinary and diverse composition of the group to address all the issues raised within the hub.

At the conclusion of the selection process, the parties will be notified of the outcome via email from the Santé publique France PARC team.

The final list of external stakeholders will be published in the PARC section of the Santé publique France website.

PARC’s primary objective is to bring together the scientific community within a transdisciplinary network to set research and innovation priorities in the field of chemical risk assessment.

National hubs are established with relevant ministries, research entities, and stakeholders to foster collaboration and align PARC’s activities with national and European priorities and policies. The establishment of necessary structures and activities that contribute to communication, dissemination, and support for the utilization of PARC’s results should enable each relevant stakeholder to contribute to the partnership project and to be regularly informed of the partnership’s progress.

The main European/national target groups of interest to PARC are:

  • regulators and policymakers,

  • chemical industries/industry associations related to environmental health and safety,

  • the scientific community,

  • NGOs

  • citizens and citizen/professional associations.

Each hub forms a network for the exchange of information, expertise, and best practices, with connections facilitated by the National Contact Points (NHCPs).

At the French level, the hub immediately brings together most of the French institutions involved in the partnership project. These include: ANSES (French Agency for Food, Environmental and Occupational Health & Safety), BRGM (French Geological Survey), CEA (French Atomic Energy Commission), CNRS (National Center for Scientific Research), CSTB (Scientific and Technical Center for Building), EHESP (School of Advanced Studies in Public Health), INERIS (National Institute for Industrial Environment and Risks), INSERM (National Institute of Health and Medical Research), INRAE (National Institute for Agricultural Research), INRS (National Institute for Research and Safety), IRSN (Institute for Radiation Protection and Nuclear Safety), LNE (National Metrology and Testing Laboratory), OFB (French Office for Biodiversity), ONIRIS (National School of Veterinary Medicine, Agri-Food, and Nutrition of Nantes-Atlantique), and Santé publique France. Regulatory bodies are represented by the ministries responsible for higher education, research and innovation, solidarity and health, and labor.

Thus, this call for expressions of interest is addressed to:

  • environmental NGOs,

  • labor federations and associations,

  • consumer associations,

  • professional associations,

  • industry representatives.

The hub is a space for discussion and communication for all French stakeholders involved in and interested in PARC. It is a place designed to foster discussion about the projects to be developed within PARC, with the following main objectives:

  • ensuring that the scientific direction given to projects aligns with national priorities and, where appropriate, proposing ways to guide certain projects,

  • meeting the partnership’s objectives regarding data accessibility and dissemination of results,

  • to discuss stakeholders’ perceptions and interests,

  • identify key aspects of the partnership project to communicate,

  • adapt the communication plan to the public’s concerns.

Participation in the French PARC hub is set for the duration of the partnership. If necessary, depending on the project’s direction, an additional call for expressions of interest may be issued during the course of the project.

The hub will meet at least three times a year. The participation of external stakeholders, as well as all organizational and management procedures for the hub, will be outlined in the French hub charter, which will be drafted upon the launch of PARC in May 2022.

This charter will require the establishment of a working group composed of hub members and representatives from the PARC coordination team under the auspices of Santé publique France. This working group will decide on the terms of the charter.

All hub members will sign this charter and commit to regularly attending meetings and participating in activities organized within the framework of the French PARC hub.
