In June 2014, the DGS entrusted the French Institute for Public Health Surveillance (InVS)—now known as Santé publique France—with the leadership of the National Expert Committee on Maternal Mortality (CNEMM). This expert committee is responsible for analyzing the data collected during the confidential investigation of deaths of women occurring during pregnancy or up to one year after childbirth. The operational implementation of this committee is carried out by the Perinatal, Obstetric, and Pediatric Epidemiology Research Team (EPOPé) of Inserm Unit U1153. The purpose of this call for applications is to select a qualified expert, male or female, specializing in midwifery, to participate in the CNEMM as a replacement for a resigning member.

Application Guidelines

The application package must include:

  • a cover letter including your professional and personal contact information, an email address, and a cell phone number;

  • a resume;

  • a list of works/publications from the past five years in the field of public health or maternal health (maximum of 15 references);

  • a public declaration of interests to be completed on the DPI portal, accessible by clicking here.

  • Only complete applications will be considered.

  • Applications will be selected by a jury convened by the Agency and Inserm, based on the information provided in the cover letter, the candidates’ alignment with the required skills, an analysis of conflicts of interest, and the necessary multidisciplinary and diverse composition of the group to address the full scope of the issue at hand.

  • Declarations of interest will be reviewed by Santé publique France’s Internal Ethics Committee.

  • Candidates will be notified of the outcome of the review of their application via email from the committee secretariat.

  • New members will be appointed for the remainder of the term, that is, until July 2022.

Members of the Scientific Council, the Ethics and Professional Conduct Committee, and the Steering and Dialogue Committee of Santé publique France, as well as staff of the Regional Health Agencies (ARS) and the central administration of the Ministry of Health, are not eligible to apply.

The National Public Health Agency, established by Order No. 2016-462 of April 14, 2016, is a public administrative agency under the supervision of the Ministry of Health.

Its missions are as follows:

  1. epidemiological observation and monitoring of the health status of the population;

  2. monitoring health risks threatening the population;

  3. health promotion and the reduction of health risks;

  4. developing prevention and health education;

  5. preparation for and response to health threats, alerts, and crises;

  6. issuing health alerts.

The purpose of this call for applications is to identify a qualified midwife to serve on the CNEMM as a replacement for a resigning member.

National Confidential Survey on Maternal Mortality (ENCMM)

Since 1996, the ENCMM, a permanent system for the in-depth study of maternal mortality in France, has aimed to:

  1. to identify all deaths of women occurring during pregnancy or up to one year after childbirth;

  2. to document, through a confidential investigation, each identified case, with the participation of medical assessors responsible for gathering information;

  3. to characterize the epidemiology of maternal mortality and its trends: number of cases, risk factors, and causes. This expert assessment also includes an analysis of the circumstances surrounding the deaths and the care provided to the deceased women. The National Committee of Experts on Maternal Mortality (CNEMM) contributes to this process to ultimately identify areas for improvement.

Role of the National Committee of Experts on Maternal Mortality (CNEMM)

The CNEMM’s missions are:

  1. The confidential analysis, characterization, and classification of all maternal deaths in France, based on data from the confidential national survey on maternal deaths (ENCMM).

  2. Identifying the factors contributing to these deaths.

  3. Proposing preventive measures regarding maternal mortality.

  4. To draft a triennial report on the epidemiological profile and causes of maternal mortality, and their trends.

The CNEMM comprises 16 members, including 14 qualified individuals appointed by decision of the Director General of Santé publique France and two ex officio members.

The ex officio members are:

  • An epidemiologist from the EPOPé team appointed by the Director of ITMO-Public Health at Inserm.

  • An epidemiologist from CépiDC appointed by the Director of the ITMO-Public Health unit at Inserm.

The following are appointed as qualified experts:

  • Five obstetrician-gynecologists

  • Five anesthesiologists and intensivists

  • Two midwives

  • One intensivist

  • One specialist in internal medicine

The qualified members of the CNEMM are appointed for a term of three years. Membership on the CNEMM is incompatible with membership in any other body of the Agency and with any contractual relationship with it.

Qualified members serve in their own right and therefore cannot be replaced.

The replacement of a qualified member in the event of termination of service during the term of office shall be carried out under the same conditions as the initial appointment for the remainder of the term.

Given the diversity and complexity of the cases submitted to the committee, qualified members of the CNEMM must possess expertise in obstetrics, anesthesia, and/or obstetric resuscitation and/or internal medicine in an obstetric setting, as well as in epidemiology and public health.

This call for applications is for a qualified expert who is a “midwife” with solid clinical experience in obstetrics, preferably in France.

Appointment

CNEMM members are appointed by the Director General of Santé publique France for a three-year term, renewable once.

As part of this call for applications, the qualified candidate will serve until July 2022, the end of the term of the qualified candidate being replaced.

Required Availability

Following their appointment, the expert commits to participating in four to six plenary committee meetings per year (in person or via videoconference), including reviewing case files prior to the meeting (approximately 15 per session), drafting a summary for the reported cases (approximately two per session), contributing to discussions, classifying the reviewed cases, and approving the meeting minutes.

They also commit to participating in the final drafting of the summary report (once every three years), particularly with a view to establishing clinical recommendations and setting priorities for perinatal health policy.

Compensation and Travel Expenses

The duties of a CNEMM member are performed without compensation. Travel expenses and meals during sessions are fully covered by Inserm.

Independence and public declaration of interests

The financial interests of expert committee members are reviewed by Santé publique France’s Internal Ethics Committee and may, where applicable, be deemed a conflict of interest.

Members of Santé publique France’s expert committees must comply with current best practices for preventing conflicts of interest; in particular, they may not serve on industry boards or receive personal compensation from companies in the committee’s field of work during their term of office.
