Registers

A registry is defined as “a continuous and comprehensive collection of personal data pertaining to one or more health events in a geographically defined population, for research and public health purposes, by a team with the appropriate expertise.”
In the context of epidemiological surveillance of the population’s health status and epidemiological research, the missions of registries are:

  • the comprehensive collection and recording of cases related to the relevant health event(s) within the geographic area covered by the registry;

  • quality control of the collected data;

  • contributing to the epidemiological surveillance of the relevant health event(s), and in particular to the production of reliable and interpretable indicators of prevalence and incidence;

  • contributing to epidemiological research by making registry data available for research projects, in compliance with the confidentiality rules established by law;

  • contributing to the development and evaluation of public health policies at the local and national levels.

Role of the CER

The CER, established by Santé publique France, the National Institute of Health and Medical Research (Inserm), and the National Cancer Institute (INCa), has the following missions:

  • to evaluate registries, taking into account both their public health and research missions; it must develop a set of standards and define the procedure for evaluating registries;

  • to issue recommendations on the operation (human and financial resources) and the public health and research activities of the evaluated registries;

  • to monitor the implementation of its recommendations by the evaluated registries;

  • to submit to the Strategic Committee on Registries—a committee reporting to the Directorate General of Health and the Directorate General of Research and Innovation—an assessment of needs, particularly with regard to epidemiological surveillance and prevention and care policies.
