Santé publique France is France’s national public health agency. A public institution under the authority of the Minister of Health, created through the merger of several public institutions by Order No. 2016-246 of April 15, 2016, the agency works to promote public health. As a scientific, expert, and public health safety agency, its missions include:

  1. Epidemiological observation and monitoring of the health status of the population;
  2. Monitoring health risks threatening the population;
  3. Promoting health and reducing health risks;
  4. Developing prevention and health education;
  5. Preparation for and response to health threats, alerts, and crises;
  6. Issuing health alerts.

The agency is organized into 12 scientific, cross-functional, or support divisions.

The agency’s strategic priorities and work program, established by its Board of Directors, are organized into three areas: Strengthening the capacity for anticipation and rapid response to address health threats; Measuring and assessing the extent of diseases and risk factors to guide their prevention and control; Strengthening the positive impact on health of prevention and health promotion interventions across all public policies.

Responsibilities

The prevention officer develops, implements, or promotes scientifically based tobacco prevention interventions. These prevention efforts may take the form of support for the preventive practices of prevention professionals or national social marketing campaigns. The officer also contributes to the International Tobacco Knowledge Center hosted by Santé publique France, which focuses on Article 12 of the WHO Framework Convention on Tobacco Control (FCTC). The objective of this Center is to provide support to FCTC signatory countries in implementing effective education, communication, and training initiatives related to tobacco control in those countries.

Depending on current events and the public health situation in France, he or she may also be called upon to work on other prevention topics in support of other units within the Directorate.

Responsibilities

Reporting to the head of the Addictions Unit, the Prevention Officer:

  • Designs and implements tobacco prevention programs. These may include projects to strengthen the preventive practices of key prevention stakeholders or social marketing initiatives for tobacco prevention. In this capacity, they coordinate the work of Santé publique France service providers as well as, where applicable, the development of media plans; depending on current events and the health situation in France, they may be called upon to work on other prevention topics;
  • Contributes to the International Tobacco Knowledge Center hosted by Santé publique France, alongside the dedicated project team within the Addictions Unit. Their contributions may range from writing content for the Knowledge
    Center’s website to designing educational videos or organizing webinars for the Center’s beneficiaries
  • Draws upon internal research on the observation and analysis of addictive behaviors in France, as well as scientific monitoring of effective prevention interventions,
    to develop the tobacco prevention projects they design or promote
  • Also works in collaboration with external partners:
    • contacts within the General Directorate of Health (DGS) and other institutions working in the field of addiction, such as the Interministerial Mission for the Fight Against Drugs and Addictive Behaviors (Mildeca); experts (epidemiologists, psychologists, sociologists, association leaders, representatives of healthcare professionals, etc.)
  • Works internally in collaboration with teams from the Directorate of Remote Assistance and Public Outreach (DADP) to coordinate prevention projects, campaigns, and
    remote assistance services (Tobacco Info Service, Alcohol Info Service, Drugs Info Service,
    Gamblers Info Service, etc.)
  • Participates in budgetary and administrative oversight (monitoring of public contracts, fees, etc.), and ensures that deadlines for the implementation of actions under their responsibility are met
  • Represents the agency, as appropriate, in various national or international forums
