Combating COVID-19 Among Vulnerable Populations in France: Sharing Knowledge on Vaccination Strategies
The organization of the health system must be guided by a clearly defined collective leadership structure and a well-defined division of roles among the various stakeholders involved in implementing the vaccination strategy. It must facilitate the involvement of local stakeholders and organizations to effectively mobilize communities by leveraging existing relationships of trust. ; The organization of vaccination must incorporate information, education, and communication (IEC) activities targeting the public, conducted as close as possible to where people live and on a recurring basis. These IEC activities should be carried out by local stakeholders who have been previously trained in these matters through mobile health and social teams. These teams enable the integration of vaccination efforts into routine healthcare and services by establishing a streamlined vaccination pathway, using an approach of either “bringing people to” vaccination centers or “reaching out to” communities within their living environments. ; Vaccination efforts must account for limiting factors such as: the high priority of basic needs (housing, safety, work, children, food, drugs, access to water); high mobility; low levels of health literacy and digital literacy; language barriers; distance from institutional systems; and a low perception of the usefulness of vaccination or the threat posed by COVID-19. All these contextual factors are prevalent within these populations and require detailed and specific analysis, conducted in real-time and in situ.
