Human Resources Department

The Human Resources Department aims to ensure the best possible alignment between the agency’s individual and collective skill needs—in order to fulfill its missions—and the professional and personal development of its employees.

To this end, the HR Department is responsible for:

  • Defining, in consultation with senior management, the strategic direction for human resources management policy,

  • Developing and implementing the strategic workforce planning policy,

  • Providing support for change,

  • Facilitating labor-management dialogue,

  • Contributing to the management of labor relations and internal communication,

  • Assist the institution’s various units with their day-to-day HR management,

  • Oversee all human resources management activities.

To carry out these tasks, the HR Department is organized into three units that foster strong cross-functional ties among all the functions they encompass:

  • A Resource Management Unit: responsible for all administrative and statutory management of staff as well as all payroll operations,

  • A Skills Development Unit, which handles tasks related to recruitment, training, strategic workforce planning, and career development support,

  • A labor relations and workplace environment unit responsible for tasks related to labor relations, human resources law, social programs, health and safety, working conditions, occupational medicine, and issues of health and well-being at work, as well as telework policy.
