Quebec has implemented a "comprehensive" prevention program covering all psychoactive substances and addictions, including pathological gambling. After creating specialized services to treat young people with the most severe substance use issues, it developed a tool for identifying problematic substance use, which is widely used throughout the country. While screening and treatment have been established for these young people, much remains to be done for those with risky substance use patterns.
