For Cyprien Avenel, the "outreach" approach is part of the current overhaul of social and health policies: it involves mobilizing all available resources to tackle inequalities at their source before difficulties become entrenched, with a focus on identification and prevention rather than remediation, and in order to promote fundamental rights and personal autonomy. The movement is already underway, as the COVID-19 pandemic has led to a strengthening of the “outreach” approach, initiated by social workers working with vulnerable populations to prevent a deterioration of their situation, through a focus on “caring” and access to support services.
