An Overview of the Development of Patient Health Education within FNES Committees.
The "Patient Health Education" working group, established through a partnership between the National Federation of Health Education Committees (FNES) and the National Institute for Prevention and Health Education (INPES), conducted, between October 2005 and February 2006, a telephone survey on patient health education activities developed by the 108 departmental and regional health education committees affiliated with the FNES. The objectives of this survey were to document the activities carried out, identify the facilitating factors and barriers, and test the principle of collaboration among committees in this field. More than two-thirds (71%) of the 89 committees that responded—17 CRES and 46 CODES—reported having carried out such activities over the past two years. For more than 30% of them, these activities involved documentation, methodological advice, and training; for 20%, they involved coordinating stakeholders and facilitating patient groups; and for at least 10%, they involved information dissemination, awareness-raising, and external evaluation. The main factors promoting these practices identified by the survey are technical partnerships (65%), internal expertise (35%), institutional support (32%), and financial partnerships (30%). The absence of these conditions is cited as one of the main barriers, along with difficulties in gaining recognition, which sometimes explains the committees’ lack of investment in these activities. Furthermore, 93% of committees are willing to collaborate with other committees at the regional (71%) or national (51%) level. In light of these results, proposals for the development of patient health education within the committees can be formulated to meet the needs of stakeholders in the field and institutions.
