Early childhood centers in Quebec: promoting the development of children under 5.

Quebec has established early childhood centers—childcare facilities for children under the age of 5—with a twofold objective: to promote children’s development and to enable women to work. The evaluation shows that both of these objectives have been achieved. Two major problems remain: the program lacks sufficient resources to serve all children, and the most disadvantaged families are underrepresented in the program.
