Santé publique France Faces the Challenge of Open Data

The term "open data" refers to a concept in which data is made available to everyone, free from copyright or patent restrictions. It is defined by data availability, reusability, and universal participation. In public health, it enables, in particular, the dissemination of information on the health situation to all, the advancement of scientific research, and support for management—needs that have been heightened by the COVID-19 crisis. This article thus aims to present the tools used by Santé publique France to address these needs, the challenges involved, the difficulties encountered, and the future prospects. Santé publique France produces numerous health indicators that it makes available with full transparency, in compliance with regulatory obligations. In early 2019, the Géodes mapping observatory went live with 300 epidemiological indicators (900 by June 2023), facilitating data exploration and retrieval. The first COVID-19-related indicators were introduced in March 2020, significantly increasing traffic to the portal and encouraging the use of other tools such as Etalab’s (Interministerial Directorate for Digital Affairs) data.gouv platform and the agency’s dashboard, InfoCovidFrance. The use of these tools during the pandemic has placed France among the countries that have most facilitated access to their data, ranking it third out of 41 countries evaluated on various criteria. The commitment to transparency does not overshadow the imperative to guarantee the confidentiality and security of health data at the most granular geographic level. These factors and the necessary resources are informing the current discussion on the overhaul of open data at Santé publique France.
