Organized cervical cancer screening. Definition of performance indicators and data format for evaluating the national program

Each year in France, cervical cancer affects approximately 3,000 women and causes about 1,100 deaths. The goal of cervical cancer screening is to reduce the incidence and mortality from this cancer while minimizing any negative effects on women. Screening aims to detect precancerous lesions and treat them before they develop into cancer. It also helps detect cancers at an early stage, thereby improving the chances of recovery. The national organized cervical cancer screening program is a new cancer screening initiative launched by public health authorities in 2018. The program’s objectives are to increase screening coverage to 80%, reduce inequalities in access to screening, and reduce the incidence and mortality rates of cervical cancer by 30% over a 10-year period. Santé publique France is tasked with conducting epidemiological evaluations of cancer screening programs. The purpose of this methodological guide is to establish an evaluation system for the cervical cancer screening program based on standardized performance indicators in order to monitor the achievement of program objectives and to identify and address any potential issues. It is intended for regional cancer screening coordination centers (CRCDC) responsible for organizing programs at the regional level, software publishers providing the CRCDC with specialized software, as well as all professionals and institutions involved in cervical cancer screening. Its objectives are to (i) define the program’s performance indicators; (ii) define the data required to produce these indicators, which must be transmitted by the CRCDCs to Santé publique France in a standardized format; (iii) describe the procedure for transmitting this data to Santé publique France. This guide is subject to change as the national organized screening program evolves.
