Tobacco Use Among Adults: A Review of Five Years of the National Anti-Tobacco Program, 2014–2019.
Introduction - In France, since 2014, tobacco control efforts have been strengthened through the implementation of national plans. Smoking causes 75,000 deaths per year in France. The objective of this study is to estimate the prevalence of smoking in 2019, its change compared to 2018, and its change over the five years since the implementation of national programs. Methods - The data come from the Baromètre de Santé publique France, a representative random survey of the population aged 18–85 residing in metropolitan France, conducted by telephone between January and June 2019 among a sample of 10,352 individuals. Results - In 2019, three out of ten French adults aged 18–75 reported smoking (30.4%), and one-quarter smoked daily (24.0%). While overall smoking prevalence did not vary significantly between 2018 and 2019, it declined among women, both for smoking in general and for daily smoking (from 22.9% to 20.7% for the latter). Compared to 2014, smoking has decreased by 3.9 percentage points and daily smoking by 4.5 percentage points. Social inequalities remain very pronounced, with a 17-point gap in daily smoking between the unemployed and the employed, and a 12-point gap between the lowest and highest income groups. Conclusion - The regulatory and prevention measures implemented over the past five years have likely contributed to the 4.5-point decline in daily smoking between 2014 and 2019. These results call for continued expansion of tobacco control efforts, with a focus on strengthening those measures likely to reduce social inequalities, which remained very pronounced in 2019.
