Progress in tobacco control in 30 European countries, 2005–2007.

Here we present the results of a study on progress in tobacco control activities in 30 European countries between 2005 and 2007, using the Tobacco Control Scale (TCS) based on the six action lines defined by the World Bank. The average total score increased slightly (from 47 to 52 on a scale of 100), and this increase is mainly due to smoking bans in public places, anti-tobacco spending, and advertising bans. No increase in the total score was observed regarding tobacco product prices, health warnings, and smoking cessation support. However, certain countries (the United Kingdom, Estonia, Spain, Romania, Switzerland, Lithuania, Latvia, and Luxembourg) individually saw notable increases in their scores. Overall, in recent years, Europe has seen significant improvement thanks to the 2003 EU directive banning tobacco advertising and new laws imposing smoking bans, but serious gaps remain. Truly comprehensive anti-tobacco legislation, including a total ban in workplaces, public places, and public transportation, should be a priority for all European countries. Furthermore, there is an urgent need in Europe to invest more in tobacco control. (R.A.)
