Local Mental Health Councils in the Face of COVID-19: When Healthcare Providers, Elected Officials, Service Users, and Caregivers Join Forces
As forums for consultation and coordination, Local Mental Health Councils (CLSMs) bring together local elected officials, public mental health services, service users, and caregivers around the same table. CLSMs implement innovative initiatives by addressing both health determinants and care pathways. The health crisis has highlighted the fact that mental health is not limited to psychiatry, but that everyone’s mental health is influenced by their living conditions. The CLSMs are a key link in the mental health system at the local level. A survey of local mental health councils concludes that the pandemic has brought their work to the forefront and demonstrated their necessity. Their role is further emphasized by the High Council for Public Health in its report on COVID-19 and mental health. The pandemic has allowed CLSMs to demonstrate their effectiveness and relevance by adapting to local needs and providing concrete solutions. However, the most important work remains to be done: providing local mental health councils with the human and financial resources they need to manage mental health at the local level.
