Prevalence of severe disabilities among children in France and trends over time.

Motor, sensory, and intellectual disabilities are systematically recorded by the two French registries of childhood disabilities in order to monitor changes in their prevalence over time. The prevalence rates of these severe disabilities among children born between 1987 and 1998 during their eighth year of life were 6.6 per 1,000 children residing in Isère and 6.2 per 1,000 in Haute-Garonne. Severe intellectual disabilities were the most common, with prevalence rates of 3.1 and 3.2 per 1,000 in Isère and Haute-Garonne, respectively. The prevalence of motor disabilities was 3 per 1,000, and that of severe sensory disabilities was 1.4 per 1,000 in these two departments. No significant changes in prevalence were observed over the period considered, with the exception of severe intellectual disabilities, which were on the rise in Isère. This trend must nevertheless be confirmed by further analysis of the registry data for more recent years. A significant proportion of children with cerebral palsy also had severe intellectual disabilities or epilepsy, a proportion that is decreasing in Haute-Garonne. These results indicate stability in the prevalence of the main disabilities among children. The prevalence of intellectual disabilities, whether isolated or associated with other disabilities, should prompt efforts to strengthen care measures for these children. (R.A.)
