The 2015 National Heat Wave PlanThe National Heat Wave Plan (PNC) is in effect from June 1 to August 31, 2015. The objectives are to anticipate a heat wave, protect the public from the health effects of a heat wave by implementing appropriate management measures, inform and communicate to raise awareness and protect the public, and build on experiences after each summer. Health recommendations for healthcare professionals and the general public were updated by the High Council for Public Health in May 2014.The PNC is based on monitoring temperature forecasts provided by Météo-France and summarized weekly in the "Environmental Monitoring" section of this document. At the same time, in the event of a heat wave, monitoring health indicators (see the "Non-Specific Monitoring" section) allows for an assessment of the potential impact so that the relevant services (health, management, communication, etc.) can adjust their management measures. To anticipate a heat wave, Météo-France (MF) provides daily at 12:00 PM the weather forecasts and Biometeorological Indicators (IBM) for the next 5 days.The two IBMs (night IBM / day IBM) are calculated using the average temperatures forecast over three consecutive days, making it possible to verify whether these IBM forecasts exceed the alert threshold predefined for each department. When both the night and day IBMs simultaneously exceed the alert thresholds in a department, this means that Météo-France is forecasting a heat wave lasting at least 72 hours: in this case, the prefect decides whether to implement the control measures outlined in the plan by moving to Level 3 “heat wave alert” of the PNC.Since temperature and IBM forecasts involve a degree of uncertainty, MF also indicates whether the risk of exceeding the thresholds is “low,” “moderate,” “high,” or “very high” so that stakeholders can prepare their response in the latter two situations. Thus, on Monday, June 2, MF correctly assessed that the risk of exceeding the IBM thresholds in Burgundy and Franche-Comté was “low” for the weekend of June 6–7: as this forecast has been refined today, no further exceedances of the IBM thresholds are expected for this period.
