Professor Duncan Selbie, President of the International Association of National Public Health Institutes (IANPHI) and former Chief Executive of Public Health England (2012–2020), and Professor Geneviève Chêne, Director General of Santé publique France, signed a new agreement between the two organizations on October 7, 2021. The agreement reaffirms Santé publique France’s ongoing commitment and contribution to the leadership of IANPHI for a four-year period, from January 1, 2022, to December 31, 2025. It also specifies the terms of Santé publique France’s contribution to the IANPHI secretariat and to the activities of the international association.

Santé publique France, an active member of IANPHI since 2007

A very active member of IANPHI since 2007, Santé publique France has provided and hosted the Secretariat since 2016. Its support for the Secretariat has facilitated the creation of an independent legal entity in 201, the organization of annual meetings, and the planning of activities.

The International Association of National Public Health Agencies and Institutes (IANPHI) was established in 2006. It currently has 110 members from 95 countries. Its mission is to collectively strengthen public health capacities and competencies by connecting, developing, and strengthening national public health agencies and institutes worldwide.

Among its activities, IANPHI has developed a peer review process for the strategies of these national agencies or institutes to help them develop their activities in response to public health challenges at the national and global levels. Several agencies or institutes, including Santé publique France, have already benefited from these reviews and have capitalized on the recommendations made by the review teams to develop their new strategies.

Santé publique France brings to IANPHI its experience in integrating several essential public health functions (surveillance, protection, disease prevention, health promotion) to support public health decision-making. This experience enables it to contribute to the operational implementation of the Association’s 2021–2025 strategy.

New activities to contribute to public health today and tomorrow

Since 2020, under the leadership of Prof. Geneviève Chêne, Santé publique France has initiated the following within IANPHI:

  • The sharing of information on how national agencies or institutes contributed to the response to the COVID-19 pandemic throughout 2020;

  • A discussion on the use of the framework of essential public health functions as defined by the WHO to structure the development of public health at the national and global levels, to clarify the role of national agencies or institutes within health systems, and to strengthen their operational and advisory roles with decision-makers in order to protect and improve the health of populations;

  • A working group on climate change and health, and the role of agencies and institutes as key actors in public measures and policies for climate change mitigation and adaptation.

“Santé publique France is a leading member of the global family of national public health agencies and institutes, and IANPHI is honored by this agreement today,” said Professor Duncan Selbie. “There could not be a more important time to recognize the essential contribution of national public health agencies and institutes to protecting and improving the health of our citizens.

As part of their collaboration, IANPHI and Santé publique France will be present at the Health Pavilion at COP26 in November 2021 in Glasgow and will co-host a scientific seminar on climate change and health during the French presidency of the European Union.
