With e-DO, Santé publique France is moving the mandatory HIV/AIDS reporting process online

Santé publique France is modernizing its system for notifiable diseases (MDO), starting with the online reporting of HIV infection and AIDS via a web application: e-DO. This new system allows health authorities to receive, in real time, reports submitted by healthcare professionals. Designed to be flexible and scalable, the e-DO application should make it possible to integrate other MDOs1.
Modernization of Mandatory Reporting
The MDO system is based on the reporting of 33 diseases, including HIV/AIDS, to Santé publique France via the regional health agencies (ARS). Clinicians and laboratory professionals, whether practicing in private practice or in hospitals, must submit individual data regarding the cases of HIV infection or AIDS they diagnose to health authorities. Santé publique France uses this information to guide prevention, screening, and care efforts for infected individuals, and to evaluate the effectiveness of these initiatives.
From now on, the transmission of this data relies on electronic reporting via the e-DO application. More efficient, responsive, and secure, the new system:
simplifies the HIV reporting process: the laboratory technician and the clinician report cases independently and simultaneously;
reduces the time required to transmit reports;
eliminates the burden of manually processing the Cerfa forms used in the paper-based reporting system;
ensures the traceability of reports;
enables direct communication within the app between the various stakeholders;
ensures a high level of security.
By modernizing the MDO reporting system, Santé publique France is streamlining the process for healthcare professionals, with the aim of improving the completeness of HIV/AIDS reports.
e-DO: Less Than 5 Minutes to Report
Logging into e-DO requires a CPS card (healthcare professional card), which ensures strong authentication of reporters and secures data exchanges, as well as a card reader. Reporters—clinicians and laboratory professionals—as well as individuals they have authorized (clinical research technicians, residents, etc.)—can create an account at www.e-do.fr and report their data via the new system in just a few minutes. The pilot phase, which took place from January to April 2016 in the Corevih2 regions of French Guiana and Southern Île-de-France, allowed for an assessment of how healthcare professionals adopted the system, and they appreciated its ease of use.
A telephone support service has been set up in collaboration with ASIP Santé to assist healthcare professionals in using this new system.
