COVID-19: Sub-county-level indicators on Géodes

Starting October 21, Santé publique France will make new indicators available to the public at the sub-departmental level via its Géodes mapping platform. In addition to the national, regional, and departmental indicators already available, Santé publique France is breaking down the incidence rate (all ages), the testing rate, and the positivity rate to very granular territorial levels: IRIS, municipality, and public intermunicipal cooperation establishment (EPCI). This new breakdown of indicators allows each territory to be compared with others as well as at the national level. The goal is to provide decision-making support at all territorial levels.

Indicators that closely reflect the needs of local communities

The highly detailed geographic grid will provide a precise, real-time view of the epidemic on a territory-by-territory basis and will serve as a key resource for stakeholders involved in managing the COVID-19 epidemic. Furthermore, making this data available helps raise public awareness of the challenges posed by the epidemic. By making the epidemic situation concrete at the city or neighborhood level, we facilitate the public’s understanding and acceptance of all measures implemented to combat the epidemic. The publication of these indicators also reflects the Agency’s commitment to transparency since the start of COVID-19 surveillance, with the successive release of indicators as open data.

These indicators must be interpreted and used with caution, particularly when the population size is small. They can indeed be sensitive to the presence of localized clusters (in the general population, in healthcare facilities, etc.) and vary significantly from one week to the next.

What do IRIS, municipality, and EPCI represent?

The IRIS (grouped statistical information units) is a scale used by INSEE for the population census. It is the most granular scale. A municipality may consist of one or more IRIS units.

The EPCI (Public Establishment for Intercommunal Cooperation) is a grouping of municipalities whose purpose is to develop “joint development projects within solidarity zones,” such as a community of municipalities.

A metropolis is a type of EPCI; it covers areas with more than 400,000 inhabitants. In 2020, metropolitan France comprises 21 EPCIs with metropolitan status (Bordeaux, Brest, Clermont-Ferrand, Dijon, Grenoble, Lille, Metz, Montpellier, Nancy, Nantes, Nice, Orléans, Rennes, Rouen, Saint-Étienne, Strasbourg, Toulon, Toulouse, Tours, Aix-Marseille, and Greater Paris), to which must be added the Lyon Metropolis territorial authority.

What are the relevant indicators?

Currently, the relevant indicators are:

  • The incidence rate for the 22 metropolitan areas over a 7-day rolling period per 100,000 inhabitants for “all ages” and “people aged 65 and older”

  • The incidence rate across all regions over a 7-day rolling period per 100,000 inhabitants for “all ages” and “people aged 65 and over”

  • The testing rate across all regions over a 7-day rolling period per 100,000 inhabitants for “all ages” and “people aged 65 and older”

  • The positivity rate across all regions over a 7-day rolling period (expressed as a percentage) for “all ages” and “people aged 65 and older”
