Our goals, our work plan
Santé publique France’s work program takes into account the guidelines of the national health strategy, the priorities set by the Ministry of Health, and the agency’s contribution to public health plans and programs.
In 2021, Santé publique France adopted a new strategic direction by structuring its work program around six major public health priorities to address the COVID-19 health crisis and support policies aimed at improving health in all its dimensions, working closely with local communities. Structured and placed at the heart of essential public health missions, these priorities have been supported by the consolidation of its processes, cross-functional roles, and resources.
Our 2026 Work Program
Aligned with the Agency’s 2025–2030 Strategy and 2024–2028 Objectives and Performance Agreement, the 2026 Work Program is structured around three key priorities:
Strengthening preparedness and response to health threats by modernizing epidemiological surveillance, improving early detection, and supporting the government’s operational capabilities, particularly for crisis preparedness.
Measuring the population’s health status and its determinants by developing reliable indicators, documenting social and regional health inequalities, and deepening the analysis of environmental and occupational exposures.
Taking effective action on prevention and health promotion through targeted initiatives, strengthened services, and communication tailored to all audiences.
This program reflects a commitment to aligning with national priorities, supporting decision-makers with reliable data, and proposing concrete solutions to improve public health. It demonstrates a collective effort grounded in scientific rigor, dedicated to accessible public health that is rooted in local realities.
The 2024–2028 Performance Agreement
Under the authority of the Minister for Solidarity and Health, Santé publique France carries out its missions in accordance with strategic objectives set by the government and detailed in the five-year Contract of Objectives and Performance (COP).
The COP 2024–2028 is structured around four key areas:
Axis 1 - Innovate and advance knowledge to enhance the effectiveness of public health interventions
Axis 2 - Ensuring a responsive reaction to health threats and anticipating the management of successive or simultaneous health crises
Axis 3 - An open agency of expertise, working closely with regions and localities
Priority 4 - An effective and accountable agency
2025–2030 Strategy to Address Major Public Health Challenges
Our 2025–2030 Strategy was adopted at our Board of Directors meeting on November 21, 2025. It aims to strengthen our impact and effectiveness.
The 2025–2030 Strategy sets out Santé publique France’s roadmap for the next five years, in response to major challenges such as population aging, social and regional inequalities, climate change, and evolving health threats. Our approach is structured around three key pillars:
Strengthening our capacity to anticipate and respond to public health emergencies;
Developing our expertise to measure and assess the scale of diseases and risk factors;
Strengthening our impact by integrating health into all public policies.
These priorities, combined with our field experience, will help improve public health in collaboration with stakeholders in the health sector and strengthen the resilience of our health system.
In this document, the result of collective reflection and an in-depth analysis of tomorrow’s public health challenges, we present the agency’s vision through a science-based approach across all policies, mobilizing all societal stakeholders toward prevention, in service of population health and a sustainable, safe, and healthy environment for current and future generations.
Our strategy is rooted in the continuum from knowledge generation to action at the grassroots level, grounded in our three guiding principles: expertise, openness, and innovation. It aims to build a more resilient, sustainable, and equitable public health system by mobilizing all stakeholders in society.
This reference document is aligned with the 2024–2028 Objectives and Performance Agreement (COP) and is operationalized in the agency’s multi-year work program, which includes annual targets for scientific outputs and services provided.
