Recommendations on diet, physical activity, and sedentary behavior for adults
In France, official dietary and physical activity recommendations have been issued since 2001 as part of the National Nutrition and Health Program (PNNS). In light of evolving scientific data, recent reports from the French Agency for Food, Environmental and Occupational Health & Safety (ANSES), and the opinion of the High Council for Public Health (HCSP), the Directorate General for Health (DGS) tasked Santé publique France with updating the recommendations on diet, physical activity, and sedentary behavior to be disseminated to the adult population. In developing these operational recommendations, Santé publique France took into account the population’s knowledge, beliefs, and behaviors regarding diet, physical activity, and sedentary lifestyles in order to formulate messages that are as understandable and acceptable as possible. Since expectations regarding advice on diet, physical activity, and sedentary behavior vary from person to person, the agency set out to formulate two levels of recommendations, thereby combining simplicity of advice for all users with precision for those more actively engaged. Santé publique France drew on a thematic committee bringing together expertise in epidemiology, health prevention and promotion, information and communication, and health literacy, as well as professionals who work with the public, particularly low-income populations. Various phases of studies involving the population aged 18 to 64—including people in precarious situations—as well as professionals from the social and health sectors who disseminate these recommendations, helped refine or validate the choices throughout the design process. At the same time, Santé publique France consulted with the various bodies involved in updating the recommendations—the Directorate General for Health (DGS), the French Agency for Food, Environmental and Occupational Health & Safety (ANSES), and the High Council for Public Health (HCSP)—to ensure that its drafting work was consistent with the scientific foundations of ANSES’s reports and the HCSP’s opinion. The recommendations were then presented to the Directorate General for Food (DGAL), the Directorate General for Social Cohesion (DGCS), and the Directorate General for Competition, Consumer Affairs, and Fraud Control (DGCCRF), followed by the business sector, consumer associations, and environmental organizations. Santé publique France’s new recommendations for the adult population will be the subject of a communication campaign in 2019.
