Ianphi - Peer-reviewed journal of Santé publique France

IANPHI, the International Association of Public Health Institutes, has developed a method for reviewing (or evaluating) national public health institutes. Several institutes from various countries (China, Peru, Mongolia, Finland, the Netherlands, Belgium, the United Kingdom, etc.) have already undergone this type of review. From January 28 to 31, 2019, Santé publique France hosted IANPHI to implement this evaluation method. The panel’s conclusions and recommendations are presented to you today.

Based on a collection of documents from Santé publique France and a series of internal and external meetings, the panel submitted its conclusions, observations, and recommendations to Santé publique France. Tracey Cooper, Chief Executive of Public Health Wales and Chair of the panel, will present them to the agency’s Board of Directors.

Key points of the report’s conclusions and recommendations:

  • Key milestones of the agency since its creation;

  • The agency’s ability to integrate various public health functions to build a continuum of actions through its multi-year program to improve the health of the population;

  • Major public health challenges that the agency should address more effectively or in a different manner;

  • The balance between activities focused on health protection and those focused on improving health status;

  • The agency’s ability to serve as a trusted advisor to national, regional, and local decision-makers;

  • The agency’s use of the best available data and knowledge to provide the evidence needed to inform public policy, recommendations, and communication;

  • The agency’s ability to maintain its skills and expertise (internally or through partnerships) to continue fulfilling its mission in the future;

  • The relevance and added value of partnerships and areas for improvement;

  • The agency’s capacity for innovation in the deployment of interventions, the use of new methods and concepts, digital technologies, social marketing, and engagement with international research and partnerships.

We were extremely impressed with what has been achieved over such a short period of time since the establishment of Santé publique France. We were also very impressed with the professionalism, commitment, and drive of everyone we met within the organization to be the very best they can be, as well as their shared desire to continue developing the organization.

During this visit, the panel sought to hear from the agency’s youngest or most recently hired professionals, as had been done during reviews of other agencies.

Following the presentation of the recommendations to the Board of Directors and the ensuing discussion, this report is now being made public by Santé publique France.

It will also be presented to the Agency’s Scientific Council in September 2019, and an action plan to implement the recommendations will be adopted by the end of the year.

IANPHI (International Association of National Public Health Institutes) was founded in 2005 by several directors of national public health institutes (from the United States, China, Brazil, Finland, and Mexico). It promotes the development of national public health institutes and strengthens their capacities by prioritizing partnerships and collaboration among institutes (institute twinning, mentoring among directors, peer review or evaluation, and ad hoc support).

IANPHI has coordinated the development of a method for reviewing (or evaluating) institutes, which has already been used by several public health institutes around the world.
