Santé publique France is France’s national public health agency. A public institution under the authority of the Minister of Health, established by Order No. 2016-246 of April 15, 2016, it works to promote public health. As a scientific and expert agency in the health sector, its missions include:

  1. Epidemiological observation and surveillance of the population’s health status;

  2. Monitoring health risks threatening the population;

  3. Promoting health and reducing health risks;

  4. Developing prevention and health education;

  5. Preparation for and response to health threats, alerts, and crises;

  6. Issuing health alerts.

The agency is organized around scientific and cross-functional departments, as well as departments providing operational support.
Its work program, approved by its Board of Directors, is structured around five priority areas: health determinants, populations, diseases, interventions and regions, and infrastructure.

Responsibilities

Reporting to the head of the Cancer Unit, the successful candidate will be responsible for producing and providing government authorities with the indicators and insights derived from cancer surveillance activities necessary for implementing public health measures, particularly for the design and monitoring of the ten-year cancer control strategy and associated roadmaps. To this end, they will apply their expertise in public health, epidemiology, statistics, or data science to work related to cancer surveillance and its adaptation to evolving needs, data, and techniques.

More specifically, its missions will include:

  • Contribute to the epidemiological surveillance of cancers, from planning to the interpretation and dissemination of the indicators produced, including the use of databases and the performance of analyses based on data from cancer registries and other available data sources (National Cancer Registry, SNDS, ad-hoc surveys, etc.), in close collaboration with the unit’s epidemiologist project leaders and biostatisticians,

  • Lead or participate in the conduct of studies and surveys contributing to the epidemiological surveillance of cancers, and make health and epidemiological indicators available to support health policies,

  • Contribute to the development of new cancer surveillance methodologies, including, for example, monitoring new data sources, developing statistical tools, or automating the production of communication materials,

  • Contribute to the quality assurance of data used for cancer surveillance,

  • Serve as the “cancer surveillance” point of contact for cancer clusters.

Activities

The position’s activities will include, in particular:

  • Implementing projects and studies related to cancer surveillance within the scope of the Agency’s missions (project scoping, leading the project team or working groups with colleagues within the Agency or partners, drafting reports, articles, and presentations);

  • Disseminating the results of the analyses conducted (drafting reports and articles, participating in conferences, etc.);

  • Developing scientific activities related to the surveillance of the most frequently occurring cancers in suspected clusters (currently pediatric cancers and central nervous system cancers), including spatiotemporal analyses or activities to synthesize current knowledge in terms of epidemiology and etiology (for example, on central nervous system tumors);

  • Conduct database analyses related to cancer surveillance, including databases derived from general population surveys, including those conducted by other institutions;

  • Conduct analyses of the scientific literature and contribute expertise regarding cancer surveillance and epidemiology to case files;

  • Mobilize internal and external expertise on cancer surveillance as needed for all of the department’s activities related to cancer surveillance, including the investigation of suspected cancer clusters (reference data, interface with cancer registries, etc.), in collaboration with other departments and partners;

  • Participate in the agency’s cross-functional projects to contribute to aspects related to cancer surveillance, particularly the project involving collaboration with the Institute for Health Metrics and Evaluation aimed at consolidating the production of French indicators within the framework of the Global Burden of Disease;

  • Organize or assist in responding to internal or external requests;

  • Provide support to the Agency’s lead for monitoring the actions of the 2021–2030 Ten-Year Strategy to Combat Cancer;

  • Represent the Agency, as needed;

  • Participate in planning the work of the Cancer Unit.

Other activities:

  • Participate in administrative management activities in coordination with the Agency’s support departments (agreements, calls for bids, specifications, contract monitoring, etc.).

  • Participate in responding to referrals.

The project manager may be called upon to represent Santé publique France in national and international forums during scientific or institutional exchanges. They will also supervise public health interns or residents. Depending on the needs of Santé publique France, they may be called upon to collaborate on other public health projects (epidemiological surveillance, prevention, and health promotion). Furthermore, they will participate in any activity falling within the Agency’s mandate and scope of expertise if necessary, in emergency situations, crises, or when required by operational needs.
