Santé publique France is France’s national public health agency. A public institution under the authority of the Minister of Health, established by Order No. 2016-246 of April 15, 2016, it works to promote public health. As a scientific and expert agency in the health sector, its missions include:

  1. Epidemiological observation and surveillance of the population’s health status;

  2. Monitoring health risks threatening the population;

  3. Promoting health and reducing health risks;

  4. Developing prevention and health education;

  5. Preparation for and response to health threats, alerts, and crises;

  6. Issuing health alerts.

The agency is organized around scientific and cross-functional departments, as well as departments providing operational support.
Its work program, approved by its Board of Directors, is structured around five priority areas: health determinants, populations, diseases, interventions and regions, and infrastructure.

Objectives

Tobacco use is the leading cause of preventable death in France and is the focus of a priority program for Santé publique France. Available evidence shows that an effective tobacco control strategy must rely on a combination of regulatory, environmental, and educational measures, of which social marketing is a key component.
In terms of prevention, social marketing initiatives are now one of Santé publique France’s primary tools for action and receive significant resources during both the implementation and evaluation phases.
Under the supervision of senior communications officers, the apprentice assistant communications project manager will support the team in designing these initiatives and ensure their smooth operational rollout. He or she will be part of a multidisciplinary team of about fifteen people.

Responsibilities

Several campaigns will be in development and/or will be relaunched during the 2025/2026 school year: mass media campaigns, 360° campaigns, initiatives carried out in partnership with media and non-media partners (Fil rouge Tabac info service, healthcare professionals, Tobacco-Free Month, Smoking Cessation Incentive Campaign, Employers for Health Initiative, etc.).

  • Participation in strategic planning and the development of social marketing initiatives: analysis of available studies, benchmarks, summary reports, etc.

  • Monitoring the production of these initiatives in collaboration with advertising agencies (BETC), the media agency (Dentsu), and various internal and external stakeholders.

  • Cross-functional operational oversight: developing schedules, monitoring budgets and rights, preparing for and reporting on internal/external meetings, etc.
