Assessment and Management of Dietary Risk Associated with Chlordecone for the Populations of Guadeloupe and Martinique.
Chlordecone contamination, first detected in the public water supply in 1999 and then in certain root vegetables in 2002 in Guadeloupe and Martinique, led to a series of measures designed to identify the hazards and characterize the risks associated with this contamination. The management measures implemented were aimed at reducing public exposure, within a regulatory framework where a system of preventive measures must ensure compliance. The establishment of toxicological reference values in 2003 and the first exposure assessment by the French Food Safety Agency (AFSSA) in 2005 made it possible to set provisional limit values in food. These limit values were immediately enshrined in law and were revised downward in 2008 as part of the European harmonization of standards regarding pesticide residues. These standards guide public action regarding monitoring and control plans, which were significantly strengthened under the Chlordecone Plan developed for the years 2008–2010. An initial identification of population groups at risk of high exposure led to the strengthening of preventive measures affecting agricultural producers since 2002, extending them to owners of family gardens in 2008. Restrictions on freshwater fishing were imposed as early as 2004 and extended to the marine environment in 2009. Thus, the goal of reducing exposure can be considered achieved for regulated production. The issue of informal production, which remains widespread in Guadeloupe and Martinique, remains, and new exposure assessments are needed to estimate its impact and identify new population groups at high risk of exposure.
