The Support Centers for the Prevention of Healthcare-Associated Infections (CPias), formerly known as the CClin-Arlin network, provide ongoing support and expertise to the regulatory system for reporting nosocomial infections (Articles L1413-14 and R 6111-12 to 17 of the Public Health Code).
Following an internal report, the reporting forms meeting one or more reporting criteria are transmitted by the healthcare facility simultaneously to the Center for the Prevention of Healthcare-Associated Infections (CPias) and to the Regional Health Agency (ARS), the latter forwarding them within a timeframe consistent with the alert to Santé publique France, as specified in Decree No. 2017-129 of February 3, 2017, relating to the prevention of healthcare-associated infections. To account for the new reporting criteria and the creation of the CPias following the 2017 decree, the e-SIN application was updated in September 2017.
Since September 2017, a specific reporting form for Emerging Highly Resistant Bacteria (EHRB) has been available in e-SIN to report incidents involving this type of microorganism in healthcare facilities, whether they are isolated cases or clusters. If you are unable to connect to e-SIN, this form can be downloaded below for reporting via a fallback procedure. Just like a standard reporting form, this form must be faxed simultaneously to the ARS and the CPias responsible for the facility.
The CPias analyze the reports and provide expertise to the facility and the ARS for the implementation of management measures. All of these actions lead to a dialogue with the facility and, if necessary, to further investigations.
The data from the report are analyzed at the national level by Santé publique France, which provides second-line support to the CPias and may issue national alerts in coordination with the Ministry of Health (Directorate General for Health and Directorate General for Healthcare Provision) and/or other health agencies such as the National Agency for Medicines and Health Products Safety (ANSM), for example if a medical device is involved.
Instruction No. DGOS/PF2/DGS/RI3/2012/75 of February 13, 2012 (concerning the external reporting of nosocomial infections by healthcare facilities and the entities mentioned in Article R.6111-12 of the Public Health Code, as well as the procedures for managing reported situations) made the use of e-SIN mandatory as of March 1, 2012.
If a healthcare facility is unable to log in to e-SIN and must submit a report, the form attached to the previous instruction can be downloaded separately below for reporting via the fallback procedure. This form must then be faxed simultaneously to the ARS and the CPias responsible for the facility.
Please note: this fallback procedure should only be used in exceptional cases, as use of the e-SIN application is mandatory. Users experiencing connection difficulties should therefore contact their IT department and/or e-SIN support to resolve these issues. The report form submitted via the fallback procedure must then be entered into e-SIN by the healthcare facility.
