Development of national indicators for monitoring work-related traffic accidents. An exploratory study based on workers’ compensation data from social security systems
Work-related traffic accidents include accidents occurring during business travel and commuting accidents. They are the leading cause of fatal workplace accidents. Data on workers’ compensation claims processed by social security systems constitute the primary source of national data available on this phenomenon, but they have a number of limitations. The statistics are disaggregated, rely on heterogeneous classifications depending on the scheme, and do not always distinguish traffic accidents. This report presents an exploratory study aimed at developing and testing national indicators for the epidemiological surveillance of work-related traffic accidents. This was carried out using data recorded by the two main social security schemes (the general scheme and the agricultural scheme) for the year 2004 (covering more than 100,000 victims), previously provided to the French Institute for Public Health Surveillance (InVS). The indicators generated provide a multifaceted view of work-related traffic accidents in France and offer new perspectives on this phenomenon, notably the distinction between men and women, and figures by economic sector at a very detailed level. The results obtained reveal disparities based on certain factors (particularly the economic sector...) that are useful for describing and addressing the issue from a prevention perspective. The figures presented should, however, be interpreted with caution as they date from 2004. They do not necessarily reflect the current situation, but illustrate the surveillance that will now be implemented regularly through a system for accessing compensation data currently being established. The year 2004 can be considered a baseline for future surveillance. (R.A.)
